The
National Registration Department (NRD) (known as Jabatan Pendaftaran
Negara, JPN in Malay) is a Department under the Ministry of Home
Affairs. It is responsible for the registration of important events of
each individual such as birth, death, adoption, marriage and divorce. In
addition, NRD is also responsible for determining citizenship status and
issuing individual identification document in the form of identity card
to those who are eligible.
The Identity card for the Federation of Malaya was issued on 2 August
1960. Initially, birth, death, adoption, citizenship and marriages
matters were placed under state governments until federal laws were
drafted to serve the public with regard to registration matters. The
National Registration Department was established to administer the acts
for Parliament until today.
The
National Registration Department was established after the Emergency
(Registration Areas) Regulations 1948 were enforced as one of the
measures to contain the security threats. These regulations required all
residents to register and obtain an identity card when they attained the
age of 12 and above. The Department was also given additional functions
of registration all important events such as birth, death, adoption,
marriage, divorce and citizenship.
Since its establishment, this Department has shifted to several
buildings in Kuala Lumpur and Selangor. Initially, the Headquarters of
the National Registration Department was located at Bangunan Sulaiman,
Jalan Damansara, Kuala Lumpur. In 1958, it was relocated to the Federal
Building in Petaling Jaya to accommodate the increasing records,
documents and staff. After several years, it was again relocated to the
Selangor State Economic Development Corporation building and it remained
there until December 2004 when it was shifted to Precinct 2, Federal
Government Administrative Centre, Putrajaya.
